Covers passengers of all ages, operators younger than 18
and operators with instructional permits.
Florida
All riders 21 and older may ride without helmets only
they can show proof they're covered by a medical
insurance policy.
Kentucky
All riders younger than 21 years must wear helmets and
operators with instructional permits.
Maine
Operators with instructional/learners permits must wear
helmets. Passengers 14 years and younger and passengers
if their operator are required to wear a helmet.
Minnesota
Operators 17 years and younger as well as those with
instructional/learners permits must wear helmets.
North
Dakota
North Dakota's motorcycle helmet law covers all
passengers traveling with operators who are covered by
the law.
Ohio
Motorcycle helmet use law covers all operators during
the first year of having a motorcycle license and all
passengers who are covered by the law.
Pennsylvania
Motorcycle helmet use law covers all operators during
the two years of having a motorcycle license unless the
operator has completed a safety course approved by the
department or Motorcycle Safety Council.
Rhode
Island
Motorcycle helmet use law covers all passengers
(regardless of age) and all operators in the first year
of having a motorcycle license (regardless of age).
Texas
Motorcycle helmet use law exempts riders 21 years or
older if they can either show proof of successfully
completing a motorcycle operating training and safety
course or show proof of having medical insurance policy.
Wisconsin
Motorcycle helmet use law also covers operators with
instructional permits.
